Commission on Security and Cooperation in Europe


UNITED STATES HELSINKI COMMISSION

An independant agency of the United States Government charged with monitoring and encouraging compliance with the Helsinki Final Act and other commitments of the 55 countries participating in the Organization for Security and Cooperation in Europe (OSCE).
MICHAEL J. OCHS - Policy Advisor for the Commission since 1987, Dr. Ochs has responsibility for Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. Previously he served as Research Associate with the National Strategy Information Center, 1986-1987, and an IREX Exchange Scholar in USSR, 1985-86. He earned his Ph.D. and M.A. in Russian History from Harvard University and his B.A. in History at City College of New York. Dr. Ochs’ languages include: Russian, Polish, German, and Italian.
